发达国家大众体育政策评估的特点及启示——以美国、法国和日本为例

Characteristics and Enlightenment of Public Sport Policy Evaluation in Developed Countries: Focused on the United States,France and Japan

运用文献资料法、归纳与演绎法等,对美国、法国和日本3个发达国家大众体育政策评估的特点进行梳理与分析,研究发现:发达国家大众体育政策具有秉持公平与效率兼顾的价值理念;法律法规保障手段不断完善;社会各界高度重视绩效评估等共性特点。这对优化我国大众体育政策评估带来有益启示:强调大众体育政策评估在全民健身战略中的作用、健全保障大众体育政策评估的法律体系、构建多方参与的大众体育政策评估模式、不断完善大众体育政策评估标准、强化大众体育政策评估结果反馈及运用等。

Through the methods of documentary,induction and other methods to arrange and investigate the characteristics of public sport policy evaluation in three developed countries： the United States,France and Japan. The results show that public sports policies evaluation in developed countries holds the value concept of fairness and efficiency consideration;law s and regulations continuously improve; Community attaches great importance to performance evaluation. On the basis above the paper puts forward the suggestion for Chinese public sports policy. It＇s that the government should introduce law s to carry out the public sports policy evaluation smoothly; improve participatory mechanisms,form multi-sector and multi-field participation mode and improve criteria of public sports policy evaluation.
