欧盟绿色北极政策:理论依据与规范实践

The Green Arctic Policy of the EU: Rationale Evidence and Normative Practice

近年来,欧盟的北极外交活动非常活跃。北极地缘环境的变化必然推动欧盟北极外交政策的更新。为了进一步明确欧盟在北极的经济与政治利益,欧盟利用在绿色环保领域的国际领先地位与规则设计能力,提出北极绿色开发与可持续发展的方案,并通过社交媒体平台积极推广,这标志着欧盟完成了参与北极治理的战略规划并开展相关实践。本文结合一手文献资料,对欧盟北极政策的"绿色框定"特色进行分析,尝试梳理欧盟北极政策的演变过程,阐释其在各国激烈博弈的情形下,如何发挥在北极环境保护领域的优势地位,进而构建连贯性的北极政策。

In recent years,the changes of the Arctic geo-environment have renovated the Arctic policy of the EU. To further clarify the economic and political interests of the EU in the Arctic region, the EU has put forward and actively promoted through social media platform the scheme of green and sustainable development of the Arctic, capitalizing on its international leadership and ability of rule design in green environment protection, which indicates that the EU has completed its strategic planning to participate in the Arctic governance. This paper is intended to analyze the characteristics of 'Green Frame' in EU's Arctic policy, elaborate on the evolution of this policy, and interpret how it plays the dominant role in the Arctic environmental protection and then constructs the coherence of the Arctic policy in the fierce game-playing among countries concerned.
