三峡库区基本公共服务均等化水平的测度及影响因素分析

Measurement of Basic Public Services Equalization in the Three Gorges Reservoir and Analysis of Its Influence Factors

运用三峡库区2009—2013年各区县面板数据,对三峡库区基本公共服务均等化水平进行测度,并分析其影响因素。研究结果表明:从总体上看,三峡库区基本公共服务均等化水平较为合理,但地区间基础设施和社会保障差异较大,特别是高速公路等固定资产投资;其次是医疗卫生和公共文化、环境保护和基础教育方面差异较小;地方经济发展水平对三峡库区基本公共服务均等化水平呈显著正向相关关系,特别是财政收入。

Based on the three gorges reservoir panel-data from 2009 to 2013, the basic public services equalization was measured in the Three Gorges Reservoir areas and the influence factors were analyzed. The results show that：overall, the basic public services equalization of Three Gorges Reservoir area is relatively reasonable, but the infrastructure and social security have huge differences between regions, especially the highway and other investment in fixed assets;the second is that the health care and public culture, environmental protection and basic education have smaller differences; the economic development and the basic public services equalization of the Three Gorges Reservoir area have a significantly positive correlation, especially fiscal revenue.
