我国地下水资源用途管制制度框架设计

Framework Design of Groundwater Resources Use Regulation System in China

对地下水资源用途管制的相关概念和内涵进行了界定,构建了地下水资源用途管制制度框架,包括地下水用途程序管制、程度管制和变更管制3项主要内容,并在此基础上进一步细化为9项具体管制工作内容。最后,从理顺地下水资源用途管制与国家整体发展战略的关系、强化与现有地下水管理和保护政策的对接、加强地下水资源用途管制立法建设3个方面分析了我国地下水资源用途管制制度建设要点。

The concepts and contents of groundwater resources use regulation were defined firstly by this paper. Then the framework of thegroundwater resources use regulation system was built,which included three primary contents,namely use program regulation,use degreeregulation and use change regulation of groundwater resources. And on the basis of these,the regulation contents were subdivided into ninedetailed contents. Finally,the main points of groundwater resources use regulation system building in China were analyzed from three aspects.The first one was straightening out the relationship between the groundwater resources use regulation and the national overall developmentstrategy. The second one was strengthening the linkage between the groundwater resources use regulation and the existing groundwatermanagement and protection strategy. And the last one was strengthening the legislation building of groundwater resources use regulation.
