中国农村公共文化服务供给:以送电影下乡为例

An Analysis of Public Cultural Services Provision in Rural China: A Case Study of Free Movies Screened for Rural Residents

本文通过分析送电影下乡服务所面临的问题及一些新举措,就如何提高农村公共文化服务供给水平和质量提出了思考。研究表明,从实施农村电影"2131"工程以来,送电影下乡服务取得了较大进展,但同时存在部分地区放映和观看难度大、观影率不高、地方配套资金不到位等问题。中央和地方有关单位从增强供给力量、加大政府扶持力度、改善放映和观看条件、丰富影片内容和扩大覆盖人群等方面采取了一些措施。从现有研究和送电影下乡服务供给经验来看,建立多元供给机制、稳定的经费保障机制、畅通的需求表达渠道、有效的监督和评价机制以及部门间协调机制有助于提高农村公共文化服务供给水平和质量。

This article analyzes the current status,challenges and countermeasures of public cultural services provision in rural areas by presenting an example of free movies provision for rural residents.The study shows that since the implementation of rural film project '2131',China has made great progress in providing free movies screened for rural residents.But problems remain,such as poor conditions for film screening and film viewing,low audience ratings,and limited public funding from local governments.In response to those problems,the central and local authorities have taken measures to strengthen the supply capacity,increase government supports,improve conditions for film screening and film viewing,increase choices in terms of film content,and expand audience coverage.Based on the analysis of free movies provision for rural residents,the article presents the following suggestions to improve public cultural services provision,namely,the establishment of a pluralistic supply structure and a special safeguard mechanism for stable funds,channel construction to help audience express demands smoothly,as well as the creation of effective supervision and evaluation mechanisms and mechanisms for inter-sectoral coordination.
