摘要
自人力资源管理三支柱理论引入国内以来,一些大型企业纷纷开始探索对人力资源管理组织结构进行转型,并构建人力资源共享服务中心(HRSSC)。构建HRSSC的过程虽然因企业而异,但存在一些共同的关键要素。该文根据国内外学者关于构建HRSSC的研究和众多咨询公司的实践经验,提出一个COST模型——总结了构建HRSSC的四个方面关键要素:技术基础(T)、共享内容设计(C)、组织设计(O)、人员配置(S),以及这些要素之间的内在联系:共享内容设计、组织设计、人员配置要以共享中心技术基础为前提;组织设计依据共享内容的设计结果;共享内容设计和组织设计又将指导共享中心人员配置的决策。从而为企业构建人力资源共享服务中心提供系统性指导,提高共享服务中心的有效性。
Since the Three-Pillar Theory was introduced in China, some large enterprises has started to explore the transformation of the human resource organization structure and the construction of human resource shared service center(HRSSC). Although the process of constructing is different from company to company, there are some common key factors. According to research of scholars and the experience of many consulting company, this paper suggested a COST model to summarizes four key factors of constructing HRSSC: Technical basis; Shared content design; Organization design; Staff allocation and the relationship between these factors: the latter three factors should be based on the technical basis; organization design depends on the results of shared content design; shared content design and organization design would guide the decision of staff allocation. This paper will provide systematic guidance for enterprises to build HRSSC, and improve the effectiveness of HRSSC.
