On the Judicial Reform of Singapore since 1990s and Its Enlightenment

司法是法治体系的基石,司法改革则是推动司法体系不断完善的重要途径。新加坡的司法体系经20世纪90年代以来的司法改革,一直处于世界前列,并引起世界范围内的关注。然而,学界关于新加坡司法改革,尤其是关于2006年以来新加坡新一轮的司法改革的研究颇少。实际上,新加坡第一轮司法改革获得巨大成功的同时也产生了很多问题,在新一轮的司法改革中,这些问题得到了解决,相应制度也不断完善。新加坡的司法改革独具特色,体现了新加坡司法体系独特特点的同时也能为其他国家的司法改革提供一定的参考或借鉴。

The judicial system is the cornerstone of the legal system, and the judicial reform is of vital importance for promoting the judicial system. Since the judicial reform began in the 1990s, the judicial system of Singapore is always ranked in the forefront of the world, and it attracts much attention worldwide. However, there are only a few studies on the judicial reform of Singapore, especially with regards to the new round of judicial reform there since 2006. Actually, there is a great success as well as a lot of problems after the first round of judicial reform in Singapore. During the new round of judicial reform, the problems have been solved, and the relevant system has been improved. The judicial reform in Singapore is unique, which not only shows the characteristics of Singapore and its judicial system, but also could be an example or reference for the judicial reform in other countries.
