“白发浪潮”下我国医养结合养老服务的发展困境与对策研究

Development Status and Countermeasures of Integrating Pension Service with Medical Service Model in China under the “Silver Wave”

我国老龄化程度和速度正在加剧,对养老服务需求的数量和质量均在提高,尤其是对医疗健康的需求不断增长,医养结合养老服务模式便在这样的背景下应运而生。在分析我国发展医养结合养老服务模式必要性的基础上,指出目前我国医养结合养老服务模式发展中存在政府多头管理、政策扶持落实难,资金投入不足,医疗执业许可难申请、医生难招,医院的发展动力不足等主要问题。因此,应该通过构建一体化的行政协调机制,建立一体化的利益协调机制,创造多元化的养老服务供给体系,建立专业化的医护人才队伍等多种途径,实现养老资源和医疗资源的有效整合,确保老年人过上健康幸福的晚年生活。

China＇ s aging degree and speed is intensifying, therefore the demand for pension services both in quantity and quality are in improving, especially the growing demand for health and medical care. Integrating pension service with medical service model emerges at this time. On the basis of analyzing the necessity of the development for the medical care and pension service model in our country, this paper points out the main problems existing in the development of pension service model ： bull government management, the diffi- cult implementation of policy support, the shortage of funds, the difficult application of medical practice license, the difficult recruit to doctor, the shortage development power of hospital and so on. Therefore, we should set up integration of administrative coordination mechanism, build up the integration of interests coordination mechanism, create a plurality of pension service supply system, establish the specialized medical people and so on to realize effective integration of pension resources and medical resources to ensure that the elderly can live a healthy and happy old age life.
