摘要
在不同的公共行政发展时期,绩效问责经历了科学管理范式下的合规性控制向分权治理背景下结果问责的演变,并因治理环境的快速变迁和治理结构的多元开放,呈现出向参与导向绩效问责的发展趋势。绩效问责是一个包含着不同问责体系的制度群,治理环境、公共行政责任属性与绩效评估方法之间的互动决定了制度的特性和功能,而国家和社会关系的变化所导致的权威的转移则是制度演化的本质动因。推进国家治理能力现代化的过程中,对政府责任的期待具有权力约束和有效官僚双重目标,需要发展兼顾底线控制和绩效提升的绩效问责。
The history of public administration has witnessed the evolvement of performance based accountability from the compliance monitoring to the result -oriented managerialism in the context of which the scientific management paradigm switched to the decentralized governance mode. Furthermore, the performance accountability with participatory feature has become a new trend due to the fast - changing environment and a pluralistic and open governance structure. In fact, performance accountability should be regarded as an institution portfolio consisting of different accountability systems, in which the interaction between governance environment, administrative liability, and the evaluation approaches defines the characteristics and the functions of the institutions. Meanwhile, the transfer of the authority caused by the changing relationship between state and society provides the evolvement of institutions with ultimate motivation. In conclusion, the pursuit of government responsibility constitutes the dual - goal of the power constraint and the effective bureaucracy, which requires to take the bottom line control and performance improvement into account at the same time in the appraisal of performance accountability in order to enhance the overall state governance capacity.
