中国与欧盟在网络安全领域的合作探讨

Exploration of Cooperation between China and the EU in the Field of Cyber Security

中欧在网络安全领域加强合作,既有利于发挥双方在全球治理中的积极作用,也有利于推动2003年建立的中欧全面战略伙伴关系,更有利于发挥互联网在各种经济和社会发展进程中的巨大作用。中欧在网络安全领域开展合作的方式方法可以包括以下几种:强化政治互信,进一步发挥中欧网络工作小组的作用,完善信息交流机制,举办网络安全联合演习,探讨中欧共建海底光缆的可能性,加强技术交流,中国同时与欧盟委员会及其成员国合作,推动中国军方与欧盟成员国军方在网络安全领域的合作以及在制定国际规则的过程中加强合作。

China-EU cooperation in cyber-security can benefit their active role in global governance and improve their bilateral comprehensive strategic partnership established in 2003.Furthermore,it can also contribute to the important position of the internet in their economic and social development.China and the EU can promote their cyber-security cooperation in the following ways:strengthening political trust,making the China-EU Cyber Taskforce more effective,improving the mechanism of information exchanges in the area of cyber-security,carrying out joint cyber exercise,seeking the possibility of laying an undersea communications cable,technological exchanges,promoting cooperation between the two sides at the EU level as well as at the member states level,encouraging the military to have more collaboration,and increasing cooperation and coordination in making international rules.
