农户满意度视角的民族地区农村扶贫开发绩效评价研究——基于2014年民族地区大调查数据的分析

An Empirical Analysis on the Performances of Poverty Alleviation and Development Project in Ethnic Areas from the Perspective of Rural Households' Satisfaction:Based on the "Survey in Ethnic Minority Areas of China" conducted in 2014

本文利用2014年民族地区大调查数据,采用路径分析方法,在已有相关研究的基础上,构建了深入分析扶贫工作满意度的影响因素及其实现机制的理论框架和模式,基于农户满意度的角度,对民族地区农村扶贫开发绩效进行了实证研究。结果显示,仅有60.8%的被调查者对扶贫开发工作的总体状况持满意态度,表明当前民族地区农村扶贫开发绩效还有待提高。政府应按照精准扶贫原则在民族地区农村进一步实施扶贫工程,提高扶贫开发工作绩效,特别关照那些最需要国家扶贫工程实质帮助的贫困群体。

By using the data of 'Survey in Ethnic Minority Areas of China' conducted in 2014,the paper analyzes the performances of poverty alleviation and development project from the perspective of rural households' satisfaction,and builds a theoretical frame and model for a deep analysis of determinant factors of respondents' total satisfaction.The results show that only 60.8%of the interviewees are satisfied with the project,manifesting that the performance of the project in those areas should be improved.To implement the anti-poverty work in ethnic areas under the principle of exactly-targeted poverty alleviation,it is imperative to give special attention to the rural poor groups who are in need of substantive helps from the poverty alleviation and development project implemented by the government.
