摘要
我国经济改革的目标是建立完善的社会主义市场经济体制,使市场在资源配置中发挥决定性作用。国有企业既是市场主体,要服从市场经济的一般规律,同时国有企业又是负有保持经济发展不背离社会主义方向,利用其影响力和控制力,保证国家宏观调控目标实现经济改革和发展的责任主体,双重的目标要求对国有企业进行分类改革和分类治理。特别是在当前转变经济发展方式的新常态下,国有企业作为国民经济的支柱和依托,为适应新常态,将构建新的经济格局、政企关系、经营机制,融合国有企业的一般性和特殊性。本文通过研究完全竞争性和准公益性国有企业的组织机构差别,分析部门职能的差异,逐步实现国有企业分类改革和分类治理。
The goal of China's economic reform is to establish a perfect socialist market economic system, so that the market plays a decisive role in the allocation of resources. State-owned enterprise is the market subject to obey the general rules of the market economy, and state-owned enterprises are obligated to keep economic development not to deviate from the direction of socialism, using its influence and control to achieve the objectives of national macroeconomic regulation and control to ensure the responsibility subject of the economic reform and development, the dual objectives need classification reform and classified governance of state-owned enterprises. Especially in the transformation of the mode of economic development the new normal, state-owned enterprises as the pillar of the national economy and rely on, in order to adapt to the new normal, will establish a new economic layout, the relationship between government and enterprises, the operating mechanism, fusion of the universality and particularity of state-owned enterprises. In this paper, through the study of the difference of the organization of the fully competi- tive and quasi public welfare state-owned enterprises, analyze the differences of the functions of the departments, and gradually realize the classification reform of state-owned enterprises and classified management.
