基于生态文明建设的新疆农村环境问题表现特征与对策

The Characteristics and Strategies of Rural Environment Problems based on the Ecological Civilization Construction in Xinjiang

2015年10月人民日报公布"十三五"规划的十个任务目标中,加强生态文明建设(美丽中国)首度写入五年规划.在我国丝绸之路经济带和21世纪海上丝绸之路("一带一路")规划中,生态文明建设也获得高度重视.定位为丝绸之路经济带核心区的新疆,农村生态文明建设不可或缺,生态文明建设同样位于突出的战略位置.准确认识新疆农村环境问题的表现特征,对新疆农村生态文明建设有积极的推动作用.本文基于生态文明的概念及生态文明建设要求,在实地调研、文献阅读的基础上,通过分析与归纳,认为新疆农村环境问题主要表现特征是生态人居状态需要进一步改善,生态环境有恶化趋势、生态文化发展滞后.在分析了新疆农村环境问题产生的原因后,根据生态文明建设要求,提出了相应对策.

In October 2015, the People Daily announced that enhance ecological civilization construction first listed in Five Year Plan as one of goals in ten missions of 13 th Five Year Plan in 2015. Ecological civilization construction is paid highly attention in program of the silk road economic belt and maritime silk road of 21 th century in our country. Xinjiang is originated at the core zone of silk road economic belt,not only an indispensable part of rural ecology civilization construction,also standing a highlighted strategy position.Exactly cognition expressive characteristics of Xinjiang rural environment problems have an positive impact on ecological civilization construction of Xinjiang rural area. Based on concept of ecological civilization and requirement of ecological civilization construction, foundation of spot investigation and extensive literature,through analyzing and concluding this paper points out the problems of expressive characteristics about Xinjiang rural environment that ecological people settlement state still need to further improve; ecological environment have the trend of deteriorated and slow development of ecological culture in Xinjiang rural.According to the requirement of ecological civilization construction, we propose corresponding strategies after analyzing the reason of Xinjiang rural environment problems.
