摘要 在文化产业发展面临着转型升级的结构性调整要求背景下,文化消费的重要性凸显。扩大文化消费,是顺应社会发展趋势的必由之路。目前我国文化消费潜力巨大而活力不足,其根本原因主要是由于供给端与消费端的发展失衡。破解这一难题,是在经济新常态大背景下实现产业转型升级的关键所在。一方面,要顺应居民消费个性化、多样化的发展大趋势,提供差异化、特色化的文化产品,营造居民自愿消费的良好环境。另一方面,要注重鼓励引导的作用,创造居民敢消费、无顾虑消费的总体环境。要加大财政支持力度,调动供给主体积极性。要注重产品质量,创新供给方式。要建立多方协调机制引导文化消费,打通供给侧到消费侧的各个环节,培育良好的文化消费环境,建立健康的文化生产、消费机制,培育全民正确的文化消费观。 In the context in which cultural industry is facing transformation and upgrading for the structural adjustment, cultural consumption becomes significant. Expanding the cultural consumption is a must for the social development. Nowadays, though the potential of cultural consumption in China is huge, the vitality is insufficient, which can be attributed to the imbalance of provision and consumption. The crux of this prob- lem lies in the industrial transformation and upgrading in the macro context of the Chinese economic "new normal". On the one hand, it is necessary to comply with the macro trend of individuality and diversity of people 's consumption habit and consequently to provide differentiated and unique cultural products in order to create a sound environment where people are willing to consume. On the other hand, the role of encouragement and direction should be emphasized to help the establishment of an environment where people can consume willingly. In addition, the government should increase its investment and stimulate the initiative of the providers. Also, the quality of the products should be improved and the provision measures should be innovated. Finally, a multi -lateral negotiation mechanism for directing the cultural consumption should be established, the path from provider to consumer opened, a sound cultural consumption environment cultivated, with which, a healthy cultural production and consumption mechanism and correct cultural consumption attitude among the general public can be achieved.
