职业教育公平的制约因素与政府义务

The Restraining Factors and Government Obligations of Vocational Education Equity

职业教育公平是维系社会秩序公平运行的逻辑起点。近年来我国职业教育事业迅猛发展,但在维系职业教育公平性领域缺乏实质性进步。基于此,研究职业教育公平的内涵及其研究价值,并从政府的文化理念塑造能力不足、行政政策规范能力不足及职业教育资源配置失衡等方面揭示政府在支持职业教育公平性理念落实过程中面临的障碍,以期为强化政府的行政能力及优化政府的行政资源配置功能提供可行对策。

Vocational education equity is the logical starting point to maintain the social equity. In recent years,the vocational education in our country is developing rapidly. However,the vocational education equity still lacks substantive progress. Based on that,this paper analyzes the connotation and value of vocational education equity,revealing the obstacles of government carrying out the vocational education equity from the aspects below： lack of socio-cultural shaping ability,insufficient administrative and regulatory capacity,and imbalanced resource allocation,so as to offer some feasible countermeasures to enhance the administrative ability and optimizing the resource allocating capacity of the government.
