摘要
普通高中教育地位的特殊性决定了其问题的复杂性,体制障碍和政策偏失只是普通高中教育发展失衡的直接诱因。普通高中教育发展失衡是一个"多米诺骨牌"式的连锁反应过程,教育体制和教育政策只是其中一环,失衡的根源在于普通高中教育体系设计的公共导向与地方教育改革的功利导向、教育实践的工具导向之间的不协调性,三者之间相互矛盾致使普通高中教育发展有均衡的理想,却始终无法落实。
The particularity of general high school education status determines the complexity of the problem. Institutional obstacles and policy deviation are the direct causes of imbalances in the development of general high school education. The imbalanced development of high school education is a chain reaction like"domino",and education system and policy is just one part. The root of the development imbalance is the incompatibility between public orientations of education system design and tool orientations of education practice,which has led to the development of China's general high school education having a balanced ideal,but the goal is always unable to achieve.
