社会生态交易成本视角下的农村土地流转问题探讨

Research on the Rural Land Transfer Based on Social Ecological Performance

文章鉴于土地的自然属性和社会属性,将土地流转相关制度改革深化所面临的千头万绪的问题,放在人与自然、人与社会两重关系为内容的社会生态视角下考量,以交易费用理论(成本)为分析框架,并将社会生态成本纳入到农地流转相关制度执行的交易费用中。文章针对当前我国农地流转(包括以征地为形式的农地非农化流转)交易的社会生态成本问题,提出强化农地产权制度"硬核",减少投机导致的租值耗散完善"制度保护带",减少农地流转的社会生态机会成本,节约社会生态交易成本等农地流转建议。

This paper, based on the nature and social attribute of land, analyzes the reform of land transfer system under the relationship between human and nature, human and society, then takes transaction costs as the framework and introduces social ecological cost into rural land transfer system. This paper focus on the issues of social ecological cost in rural land transfer, puts forward relevant suggestions： we have to enforce the core of rural land property system, perfect the system protection, reduce the ecological cost of rural land transfer and save rural land transfer cost.
