关于基层民主政治制度建设的实证分析——以武汉市与荆州市基层民主自治现状为例

Empirical Analysis on Grass-roots Democratic Political System Construction——Case Study on Present Situation of Grass-roots Democratic Self-government in Wuhan and Jingzhou

基层民主是最大的民主,是中国特色社会主义民主最广泛的实践活动,是政治建设和政治体制改革的重要组成部分,经过多年的建设与发展,中国的基层民主自治制度取得了巨大的成果,与此同时,存在的问题与遇到的瓶颈也愈发突出与激化,本文从基层民主的概念及发展进行深入解析,以选取的两市调研内容为据进行分析探讨,结合国外相关制度建设,提出制度完善与改进建议。

Grass-roots democracy,the most major form of democracy,is the extensive practical activity of socialist democracy with Chinese characteristics. It is the important component of political construction and political system reform. China ＇s grass-roots democratic self-government system has made great achievements after years of construction and development. Meanwhile,problems have been prominent and the current bottleneck has been intensifying. This paper analyzes the concept and development of grass-roots democracy, discusses relevant affairs about two cities,and finally proposes advice of improving and completing such system with domestic and foreign experiences in relevant system development.
