摘要
主体功能区规划,在经济功能区通过规模报酬递增实现经济更加集聚和区域的一体化;在社会功能和生态功能区通过公共服务均等化实现区域的协调发展。这要求综合运输发展制定新对策。本文研究了基于主体功能区的综合运输发展问题,指出现阶段交通规划、交通政策、交通设施对主体功能区的针对性存在不足;分析了综合运输与主体功能区的互动机理,提出了基于主体功能区的综合运输政策调整建议,包括交通规划集聚化,交通建设差异化,交通服务一体化,政策目标多元化,政策评价导向化等。
The main functional area planning, aims at focusing on increasing returns to scale to promote economic agglomeration and regional economic integration at economic areas and focusing on the regional equalization of public services to achieve coordinated development in social function and ecological function areas. These requirements call for the new strategies in China's comprehensive transport development. This paper studies the comprehensive transport development trends adapting to the main functional areas; points out that at present transport planning, transport policy and transport facilities are not enough to target for the main functional areas; analyzes the interaction mechanism between transport and the main functional areas; proposes transport policy adjustments recommendations including the agglomeration of transport planning, differentiation of traffic construction, integration of transport services, diversification of policy objectives and evaluation of policy guided,and so on.
