卫生计生监督“双随机”信息系统设计与实现

Design and implementation of“double random”information system of health and family planning supervision

"双随机"抽查是随机抽取检查对象、随机选派执法检查人员的抽查机制,是国务院明确要求各级政府部门积极探索推广的一种新型监管模式。本文就卫生计生监督领域建立"双随机"抽查机制,运用信息化手段,按照随机抽取事项清单,建立了检查对象名录库和执法检查人员名录库,对"双随机"抽查做到全程留痕,实现责任可追溯。现将抽取规则和信息系统设计做一小结,以期为各地监督机构开展"双随机"工作提供参考资料。

＂Double random＂inspection is a spot check mechanism in which the inspected object and the law enforcement inspection personnel are randomly selected, and a new pattern of supervision, actively explored and promoted by departments of governments at all levels under the clear requirement of the State Council. This paper introduced the establishment of the＂double random＂inspection in the field of the health and family planning supervision, including the use of information technology means, the establishment of the inspected object register and the law enforcement inspection personnel register according to the list of random extraction items, leaving full marks of＂double random＂inspection and making sure that the responsibility can be traced back. This paper summarized the extraction rules and the design of the information system, in order to offer a reference for carrying out the＂double random＂inspection by supervision organizations around the country.
