失业保险制度研究述评

Critical Review on Unemployment Insurance System Studies

失业保险制度在西方建立已有上百年的历史,国外从经济学、制度改革、失业保险功能上的探索比较多。研究主要集中在三个方面:对失业保险的理论研究;对各国失业保险制度改革的研究;对失业保险制度功能的研究。中国失业保险制度建立于上个世纪八十年代,国内对失业保险研究主要集中在对失业保险覆盖面与覆盖对象的研究;对失业保险金支付标准问题的研究;对失业保险管理监督机制的研究;对失业保险功能的研究;对国外失业保险制度进行的介绍与借鉴等。尽管学者们的研究比较丰富,但是还存在未解决的问题:失业保险理论上研究较多,能够深化和发展理论的研究还是空白;研究本国失业保险制度改革的较多,但与国家政治经济联系,优化制度功能的研究还不够。

UI（unemployment insurance） system has developed for hundreds of years in the West. The research mainly concerns UI theory, reform and function of the UI system. China UI system was established in the 1980 s, and domestic research on UI mainly focus on UI theory, the coverage and the object, payment standard, management and supervision mechanism, UI function, introduction of foreign unemployment insurance and reference. Although the research is rich from domestic and abroad, but unresolved problems still exist. The theoretical studies are rich, but in-depth theoretical studies are rare; studies on domestic UI system reform are rich, but the studies on the optimization UI system function are not enough.
