贵州实施农村精准扶贫 创建国家扶贫开发攻坚示范区研究——贵州的贫困现象及经济学解读

Implementing Targeted Poverty Alleviation in Poor Village and Creating a National Demonstration Area of Poverty Alleviation and Development in Guizhou—The Poverty Phenomena of Guizhou and Its Economics Interpretation

贵州省委、省政府决定通过实施精准扶贫,创建国家扶贫攻坚示范区,通过对扶贫工作的典型地区集中政策优势、资源优势,打造脱贫致富的具有样板效应的区域,为中国乃至世界扶贫攻坚提供范本。本课题通过对贵州贫困现象的再评价,试图在新的视野对贵州省贫困现象进行再思考,对贵州精准扶贫政策进行新解释,进而为创建扶贫攻坚示范区提供行之有效的政策思路与路径选择。

Guizhou Provincial Government decided to implement targeted poverty alleviation and create a national dem- onstration area of poverty alleviation,taking advantages of policy and resources in typical region to provide a template for poverty alleviation. Through re-evaluating Guizhou poverty, rethinking the poverty phenomena in Guizhou and mak- ing new explanation for targeted poverty alleviation,this article tries to provide effective poliey ideas for ereating dem- onstration area of poverty alleviation.
