“三社互动”社区治理模式运行问题及提升对策——以南宁市为例

The operational problems of the community governance mode of “three- institution's social interaction” and possible solutions: A case study at Nanning City

政府、居委会、社会组织、社工作为社区治理中的主体,彼此之间的双向互动能否高效流畅是"三社互动"模式的关键所在。以社区治理主体为切入点,分自上而下和自下而上两个过程分析南宁市"三社互动"模式单向度、各要素角色定位不明确、政府购买的服务与社区实际需求存在偏差、社会组织机构核心理念受政府导向、社工服务存在"量"重于"质"等问题,明确指出"三社互动"应发挥各治理主体的优势,确定权责边界;形成灵活的互动机制,避免过程行政化、形式化;社工机构应明确自己的核心服务理念,做到"质"与"量"兼得。

The government,the neighborhood association,and social organizations are the main bodies for the community governance,while the efficient two- way interaction among them is the guarantee for the smooth operation of the model of＂ three- institution’s social interaction＂. This paper focuses on the community governance and analyzes the model of ＂ three- institution’s social interaction＂in the bottom- up and top- down processes as well as its weaknesses like the unidirectional tendency,unclear roles,the disparity between the government- purchase services and the actual community demand,the negative influence of the government on the core governance ideas of the social organizations,and the unsatisfactory services of the social work. It finally proposes that＂three- institution’s social interaction＂should bring all of their potential into full play according to their respective rights and responsibilities,form a flexible mechanism of interaction,avoid the government- guiding orientation and formalization in the community governance,while the social institutions should have a clear idea of their core services,and provide good services both in quantity and quality.
