边境民族地区公共服务有效供给模式及对策研究

Effective supply modes of public services in the ethnic minority borderlands in Yunnan

通过对云南25个边境民族县统计资料,以及富宁、河口、瑞丽、芒市4个地区实地调研公共服务供给现状进行分析,指出目前边境民族地区在中央及省、州政府转移支付帮助下,已构建了基本的公共服务体系,教育、医疗、交通等基础设施有了一定发展。但是,边境民族地区政府大都以经济发展为核心,公共服务供给自治性、民族性不突出,公共服务总体水平较低。为此,建议要提高边境民族地区公共服务水平,应加大中央财政投入、实施边境民族地区教育、医疗优惠政策,加强政府各部门合作,完善社会保障体系等具体建议。

Based on the statistical data of public services in 25 ethnic border counties and the field investigation in Funing,Hekou,Ruili and Mangshi,this research concludes that under the financial support from the Central Government,the provincial government and the prefectural governments,there has been some progress in the construction of the basic service system and in the infrastructure projects of compulsory education,public health and transportation. However,the local governments in these areas usually have focused on economic development and their public services often lack initiative and ethnicity. Because the overall public services remain at a low level in these areas,it is necessary for the Central Government to provide more funds and favorable policies for education and medical care,encourage more cooperation among different government departments and improve the existing social security systems.
