黑龙江省深化对俄合作转型发展的愿景思考

随着全国区域发展战略调整由东向西、由南向北渐次转移,"一带一路"与"中蒙俄经济走廊·龙江陆海丝绸之路经济带建设规划"(下称"龙江丝路带")等战略的互动衔接与融合,"五大规划"与"十大产业"的有序推进,俄罗斯针对远东开发持续推出开放新政,中日韩三国经贸关系显著改善迹象等,使毗邻俄罗斯、辐射东北亚的黑龙江省对俄及东北亚合作的地缘、区位、人文等优势日益凸显,对俄合作的历史积淀与现实基础形成的潜力不断得到释放,形成了黑龙江省对俄合作转型升级发展的有利契机,为黑龙江省对俄合作为中心的开放愿景与行动计划指明了路径,黑龙江省对俄经贸合作转型发展步伐将不断加快。
