高校贫困生资助政策时间滞延现象反思

Reflection on the Time Lag Phenomenon of the Subsidy Policy for Underprivileged Students in Colleges and Universities

随着高等教育成本分摊体制的运行,贫困生资助成为重要的公共问题,高校贫困生资助政策的生成和运行变得十分迫切。但是,高校贫困生资助政策的运行存在滞延现象,体现为贫困生资助政策议题的认识时间滞延、决策时间滞延、执行过程中的时间滞延、政策评估和反馈调整的时间滞延。出现贫困生资助政策时间滞延现象原因主要有功利化的政府公共政策僭越了高等教育的价值、高校贫困生资助涉及的利益主体复杂性、宏观经济政策的溢出效应、政府层面的政治过程的复杂性、高等教育自身发展的长期性。解决这种滞延现象需要做好贫困生资助政策议题的设置、快速形成贫困生资助政策的公共决策、提高贫困生资助政策运行的速度和效率、做好贫困生资助政策的评估和反馈以弥补政策执行偏差。

With the running of the cost sharing system of higher education, supporting poor students become an important public problem, poor college students fund policy formation and operation become very urgent, however, the operation of poor college student supporting policy delays to some extent, including the delay in the understanding of the issues, the delay in the decision-making, the delay in the operating time, and the delay in the policy evaluation and feedback. The reasons for the various forms of delay lie in that utilitarian of the government＇s public policies overstepped the values of higher education, the complicated situation of the suppoting policy, the spillover effects of macroeconomies, the complication of political process in the government level, and the long term development of higher education. To solve the delay in supporting policy implementation, the government should propose the issue of supporting policy, lastly make the public decision of subsidy policy, improve the efficiency of the policy implementation, evaluate and select feedbacks to make up for the implementation deviation.
