Promoting the legalization construction of trade union work is an inevitable requirement of fully advancing the law-based governance of the country. Under legalization background, strengthening the maintenance function of trade unions means to estab- lish and improve the systems which can advance democratic management and supervision of enterprises, such as collective consultation, labor disputes mediation, publicity factory affair, etc. The systems help trade unions perform their duties according to law and effectively safeguard the legitimate rights and interests of workers as well.
