基于陕北风土文化商讨的农民合作社管理模式

Discussion of Farmers' Cooperatives Management Model Based on Endemic Culture of Northern Shaanxi

近年来,农民合作社发展迅猛,截至今年2月底,在工商部门登记注册的农民专业合作社数量已达133.74万户,同比增长28.74%。然而,由于农民群体的特殊性,农村呈现土地流转困难多、剩余劳动力老龄化严重、知识结构陈旧、做事古板固执等现实特点,不少"老板"叫苦不迭,严重影响了投资者的积极性。通过对长期蹲点农村合作社获取的第一手资料分析,并结合陕北风土文化特点,提出了"总管式"组织理念、"拜把子"利益联结、"吵架式"会议组织和"承包式"劳动形式。以期为陕北农民专业合作社高效管理提供新思路。

In recent years,farmer cooperatives have increased rapidly in quantity and size. At the end of February2015,the number of farmer cooperatives registered in the business sector has reached 1,337,400,with an increase of 28. 74%. However,due to the special nature of farmers,the rural land circulation has many difficulties,such as,a serious aging problem of surplus labor,obsolete and old- fashioned knowledge structure and stubborn work. Many bosses complain incessantly,seriously affecting the enthusiasm of investors. Based on the first- hand information of rural cooperatives,combined with endemic cultural characteristics in northern Shaanxi,this paper proposes the ‘mannger- style＇organizational philosophy,‘brother＇s＇ benefit joint,‘quarrel- type＇conference organization and ‘contract- style＇forms of labor,with a view to the efficient management of farmer cooperatives in northern Shaanxi.
