Supply- Side Structural Reforms in the Chinese Context: Core Issues & Key Tasks

中国语境下供给侧结构改革,虽然发力点是供给侧,着力点却是结构性改革;市场取向的改革是主基调,但政府职能转变却是基本前提。解决当前中国经济面临的问题,需求与供给两端都要用力,但从供给方发力是根本性的、长期性的措施。现阶段供给侧结构改革的核心问题,是要千方百计地化解"资产荒",充分发挥资本市场与技术创新之间的良性交互作用。本文在此基础上,选择了消灭僵尸企业和实施债转股两个具体问题,对实施供给侧结构改革的重点、办法和机制等进行了全面深入的思考,并据此提出了政策建议。

Regarding supply- side structural reforms in the Chinese context,though the initial strength is given to the supply side,the point of strength is targeted at structural reforms; the keynote is market- oriented reforms while the basic premise the transformation of government functions. To solve the problems the Chinese economy is encountered with,power should be given to both the demand side and the supply side,and giving power to the supply side is a long- term fundamental measure. To deal with the core issues in the current supply- side structural reforms,we must make every effort to solve the ' asset shortage' by giving full play to benign interaction between capital market and technological innovation. On this basis,the paper chose two specific issues- cleaning up zombie enterprises and carrying out debt- for- equity swap,to make an in- depth reflection on key points,methods and mechanism for the implementation of supply- side structural reforms and in the end put forward relevant policy suggestions based on the above- mentioned.
