摘要
人才是高校发展的第一资源,引进高层次人才是高校提高学科竞争力的重要途径。政策文本直接表达政策行为意图和方法。通过对天津市16所高校引进人才的政策文本研究,发现岗位设置明确、引进人才条件具体、招聘遴选过程详细、以科研经费和住房为核心的薪酬体系完整、聘任与考核等后续管理完善、引进人才工作组织有保障。不断推进人才引进工作,从高校发展优势和定位上进行差异化人才竞争,合理设置岗位并提出明确的岗位要求,科学制定引进人才标准,尝试在引才模式上设定灵活广泛的条件,增加引进人才的可选性和多样性。
The talent is the first resource of university development,so introducing the advanced talent is an important way to improve the competitiveness of universities. And policy intentions and methods are directly expressed by policy texts. By researching the policy texts of 16 universities in Tianjin,it is found that positions were set clearly; introducing conditions were detailed; recruitment processes were minute; payment systems focused on providing housing and research funds were complete; engagement,assessment and other administrations were perfect; the organization of introducing talents was guaranteed. What's more,the work of introducing talents should be promoted constantly; the differential competition should be based on developmental advantages and school oriented position;positions should be set reasonably and its requirements should be clear; the introducing standards should be made scientifically; wide-range and flexible conditions should be set and the optional and diversity of introducing talents should be increased by universities.
