政府绩效第三方评估模式的实践探索与优化路径——以中国(上海)自贸区为例

The Practice Exploration and Optimization Path of the Third Party Evaluation Model of Government Performance:Using Shanghai Free Trade Zone as an Example

第三方评估是政府绩效评估的重要构成形式。本文以上海自贸区开展的第三方评估实践为例,分析了多机构联合开展的第三方评估在全面反映政府整体绩效和推进行政体制改革及服务型政府建设方面所取得的成效。并围绕实践过程中存在的宏观把控有余微观承载不足、评估机构之间欠缺协调机制、缺乏相对系统化、制度化的保障等问题,从健全绩效评估制度、建立评估机构遴选机制、培育绩效文化、完善评估结果的反馈与使用机制、加大信息公开力度等方面提出了完善第三方评估的路径选择,以期为后续评估的开展及其他地区的第三方评估实践提供参考。

Third party evaluation is an important means for evaluating government performance. This paper uses the Shanghai free trade zone as an example, and analyzes the effectiveness of third party evaluation. This paper further proposes the optimization path selection based on system optimization, support of policies and improvement of evaluation results, and provides references for future practices.
