地方政府落实创新创业战略绩效考核体系研究——基于平衡计分卡的探讨

Research on Performance Appraisal System of Innovation and Entrepreneurship Strategy for Local Government Based on the Balanced Scorecard— Discussion Based on Balanced Score Card

地方政府要落实大众创业、万众创新国家战略,应该实施基于平衡计分卡的战略性绩效考核。通过明晰政府组织创新创业的使命、核心价值观、愿景和战略,绘制创新创业战略地图,明确创新创业工作目标及重点任务,设定创新创业绩效考核指标等,完善创新创业绩效考核体系,确保创新创业绩效考核机制长效运行。这一研究的重点在于设计地方政府创新创业战略地图模式,并提炼形成地方政府创新创业绩效考核指标体系。

Local governments should apply the strategic performance measurement system based on the Balanced Scorecard in order to implement the national strategy of public entrepreneurship and innovation. By identifying the innovation and entrepreneurship mis- sion, core values, vision and strategy, drawing the strategic map, defining the objectives and key tasks, and setting up performance as- sessment indicators, the local government will be able to improve the performance appraisal system and ensure the long-term operation of performance appraisal mechanism of innovation and entrepreneurship. The research focuses on exploring the local government innova- tion and entrepreneurship strategy map mode and refining the local government innovation and entrepreneurship performance evaluation index system.
