推进党内权力配置的科学化,是现代政党政治始终关注的重大课题,是总结历史经验教训得出的重要启示,是遏制腐败现象的现实需要,对于优化党内权力结构、促进党内权力良性运行和把权力关进制度的笼子里,具有十分重要的意义。马克思主义经典作家提出的有关党内权力划分和监督制约的思想,对于现阶段中国共产党改革和完善党内权力运行体系仍然具有重要的价值。当前和今后一个时期,推进党内权力配置体系改革,必须从保障党员民主权利、改革和完善党的代表大会制度、不断健全和完善党的委员会制度、建立科学的党内监督领导体制和制约有效的党内权力运行机制等方面寻找着力点,努力构建决策科学、执行坚决、监督有力的权力运行体系,形成科学有效的权力制约和协调机制。

Pushing forward the scientific configuration of the inner-party power has always been an important subject matter for the modem political party. It is not only a major revelation from past experience and historical lessons, but also a practical demand for cor- ruption curbing. It is a substantial step for inner-party structure optimization, virtuous operation mechanism promotion, and putting power in cages of systematic roles. With respect to revolutionizing and perfecting the inner-party power operating system, the thoughts on the allocation, supervision and restraint of inner-party power which were proposed by classic Marxists are still highly valuable to the Chinese Communist Party at the present stage. Not only at present, but also in the near future, promoting the revolution of inner-party power configuration system requires guaranteeing the democratic rights of the Party members, revolutionizing and perfecting the CPC congress system, fixing and perfecting the CPC directorial system, and establishing a scientific supervisory and restraining system, thus striving to construct a power operating system with scientific decisions, adamant execution and effective supervisor, and developing a mechanism to restrain and coordinate the power scientifically and effectively.
