新形势下创新农村基层党建工作探析

On the Innovation of Party's Construction in Rural China in the New Situation

农村基层党组织是党在农村开展工作的重要基础和组织保障,担负着推进农村小康社会建设、推进农村各项改革、加强农村民主法制化建设和农村基层组织自身建设等任务。针对当前农村基层党组织存在的领导作用弱化、党员标准异化、组织机构虚化、服务能力弱化等问题,需要进一步强化农村基层党组织的领导地位,优化党组织设置,增强基层党组织在农村社会治理中的重要作用和主体责任。

Rural basic Party＇s organization, as the important basis and organization guarantee of carrying out ＂ four comprehen- sives＂ development strategies, plays an important role in speeding up rural well-being society, advancing various rural reforms, promo- ting rural democratic, political and legal progress, and strengthening the self-construction of rural basic Party organization. In order to solve such problems as the weakening of the leadership of rural basic Party organization, dissimilation of standards of Party members, virtualization of organization and weakening of service function, the following measures are required to be taken ： strengthening the lead- ership of rural basic Party＇s organization, optimizing its organization settings, deepening its function and main body responsibility in ru- ral social administration.
