对外直接投资、环境规制与国内绿色技术创新

OFDI,Environmental Regulation and Green Technology Innovation in China

利用2005—2013年中国30个省级行政区的面板数据,实证分析环境规制视角下对外直接投资(OFDI)对国内绿色技术创新的影响。研究结果表明:环境规制力度较强时,对外直接投资对提高国内的绿色技术创新能力具有显著的正向效应,且这一效应呈现出明显的地域差异,其中中部和西部地区的正向作用最为明显并显著高于全国平均水平,东部地区的影响效果最小。因此,在我国的对外直接投资不断增长的同时,要加强环境规制,确定适当的环境规制强度,提高对外直接投资企业的逆向技术溢出效应。

Using panel data of 30 provinces and autonomous regions in China from 2005 to 2013, having an empirical anal- ysis on the the influence about foreign direct investment （OFDI） to domestic green technology innovation under the perspec- tive of environmental regulation, the results show that when the strength of environmental regulation is stronger than before, the foreign direct investment has a significant positive effect on improving the green technology innovation ability; this effect has obvious regional differences; the positive effect is most obvious in central and western regions, and significantly higher than the national average; the effect in the eastern region is minimal. Therefore, when the foreign direct investment is grow- ing, we need to strengthen environmental regulation at the same time, determine the appropriate environmental regulation intensity, and improve the reverse technological overflow effect of foreign direct investment enterprises.
