摘要
国际电信联盟(ITU,后文简称国际电联)作为联合国专门负责通信的权威机构,是在1865年成立的国际电报联盟的基础上发展而来的。[1]中国自恢复国际电联合法席位以来,电信业发展迅猛。随着商业化、全球化和第三世界国家兴起,国际电联也有所变化。二者之间关系值得研究。本文首先对国际电联历史进行考察,然后分别解读了四十年来国际电信联盟的政策调整以及中国政府有关电信业的政策,以此厘清国际电信联盟与中国关系。同时,文章认为,中国电信的崛起有其固有特点,国家力量在其中扮演重要角色。
International Telecommunication Union( abbreviated as ITU), as one of authoritative agencies specialized in telecommunications in UN, was founded in 1865 on the basis of its former body International Telegraph Union. China resumed its legitimate seat in ITU in 1972, its telecommunications industry has been rapidly developing since then. ITU has also been kept changing with the advent of commercialization, globalization and the rise of the third world. The relationship between China and ITU is thus worth studying.This paper revolves around the relationship between China and ITU by reviewing the history of ITU first, then interpret the policy changes of ITU and Chinese Party-State, suggesting that China Risingup in Telecom industry has its unique features, especially the pivotal role of state power.
