预案是应对各种事件的有效手段,但现有文字性的条目化预案内容,无法有效承载各事件处置中积累的经验。信息化使数据的承载量实现质的飞跃,但如何有效实现业务的信息化,仍需不断探索。为解决现有预案信息化过程中,预案形变质不变的缺点,提出主题化预案的思想,即对发生的事件处置过程进行分类记录,实现对特定事件处置过程的详尽记录,以期指导未来相似事件的处置。以此为主线,提出以图片存储为主的解决方案,并基于成熟的Web技术实现。网站化的主题预案管理体系,能最大化地保留处置过程中的关键数据,数据形式更加切近现实,接入形式更加简便,能有效实现事件处置中知识的积累。

Plan is an effective method to response to the various emergency events, but current entries of plans lack sufficient bearing capacity to load the experiences accumulated from various emergency events. As the emergency of informatization, the data bearing capacity undergoes a qualitative leap. However, how to effectively realize business informatization still needs continuous exploration. In order to solve the problem of the plan whose shape changes but quality remains the same in the process of plan informatization, the article puts forward the idea of the theme plan which aims at recording the events handling process by categories so as to achieve a detailed record of the specific events and provides guideline for the response to future similar emergencies. The solution mainly based on image storage is proposed and implemented using mature web technology according to the above mentioned method. The site management system on theme plan can maximize the critical data reservation during the events processing, make data more close to reality, and easier to access at the same time, and it can effectively achieve knowledge accumulation.
