开放大学的使命在于推进社会教育,服务全民终身学习。达成这一目标需要系统团队的协同。而办学系统建设,是基于原广播电视大学办学系统以及其他教育资源的"重构"过程。其前提是做好总体设计,基础在于打造团队,动力在于成果共享,关键在于角色分配,路径在于分工合作,活力在于不断创新,成效在于实践探索。

The mission of Open University is to promote social education and to serve the lifelong learning of the whole people. To achieve this goal,the collaboration of system team is needed. While the construction of school-running system is a process of reconfiguration based on the original radio and television school system,and other education resources-careful overall design as the premise,team building as the foundation,gain-sharing as the driving force,role assignment as the key,collaboration as the path,,vitality coming from continuous innovation,success coming from the practical exploration.
