从防御型治理到引导型治理——民间网络话语权膨胀的治理之道

From Defense-oriented Governance to Guide-oriented Governance: the Transformation of Management Model of the Expansion of the Civil Network Discourse Power

民间网络话语权膨胀挤占公共话语空间、消弭公共理性和破坏政府公信力,已经日益影响到当下网络舆论生态的正常发展。以"防"和"堵"为主要特征的防御型网络治理表现为事后的介入和适应性调整,它将网络话语视为管制和防控的对象,不能化解民间网络话语权膨胀,也不是长期有效的网络治理机制。与此同时,以"疏"和"导"为主的引导型网络治理方式,以保护公民网络话语权合法表达为前提,通过设立信息共享平台引导网络话语主体真诚平等沟通,能够引导形成多元主体自主自觉、合作共治的网络治理综合体系,所以从理论构建到实践运行都应该得到更多的关注和研究。

The expansion of the civil right of discourse in network has misused the public discourse space,made the public become irrational and undermined the credibility of the government,which increasingly affect the normal development of the ecological network environment. The defense-type network management such as ＂prevention＂and ＂block＂as the main feature of the network governance behaves as the post intervention and adaptive adjustment. It takes the Internet Discourse as the object of control and prevention,and its logically starting point is how to avoid making the situation worse instead of guiding solutions to the crisis actively. Therefore,it can＇t solve the expansion of the right of discourse in network,nor is it a long-term effective network governance mechanism. Meanwhile,＂leading＂and＂guide＂as the guidance of the network governance mean to protect the legitimate rights of network discourse for citizens,and set up information sharing platform to make people communicate sincerely and equally. It can build a more diversified harmonious network environment with cooperated co-management for the public. So,from the theory to the practice,it should get more attention and research.
