Scenario planning is a planning approach in a dynamic perspective, which is a positive response to the uncertainties of the future and focus more on the implementation process of planning. The planning constitutors and implementers should be participants of the whole process. In the dynamic perspective, scenario planning should no longer be purely technical work, but also carry out the identification of values on the base of objective and rational understanding of the future.
