灾后旅游恢复重建模式的比较研究——以彭州市白鹿镇与九峰村为例

Comparative Research on the Reconstruction Pattern of Post-Disaster Tourism

地震后,彭州市相互毗邻的白鹿镇和九峰村的旅游发展都遭受了重创,但两地在震后却采取了不同的应对措施,对当地旅游发展进行了恢复和调整。通过对两地的灾后旅游产业恢复过程的分析,发现它们分别采取了自上而下和自下而上两种不同的发展模式,从而导致二者在主导者、效用、可持续性和公平性方面都存在着一定的差异。因而,灾后旅游的恢复发展需要在政府的干预和扶持的基础上,充分发挥社区居民的主观能动性,尊重其发展意愿,以实现永续发展的目标。

After the earthquake, the tourism industry development in Bailu Town and Jiufeng Village of Pengzhou city was suffered , however, the relative measure in the recovery and adjustment of local tourism development were adopted.The analysis of the post -disaster recovery process of tourism industry in two places indicated that two different models for its development ： from top to bottom and from bottom to top, were taken, resulting in some differences in the leading power, effectiveness, sustainability and fairness.Thus, in the recovery and development of post -disaster tourism industry, the initiative of community residents should be fully played and their willingness would be respected on the basis of the needs of government intervention and support, so that the goal of the sustainable development of tourism industry would be achieved.
