摘要 基于黄酒质量安全问题的现状,建构"法防""物防""技防""网防""人防"五位一体化整体性治理体系。通过界定权利与责任、完善相关法律法规、积极引进先进技术和人才、健全黄酒质量安全信息网络、提高全民诚信道德意识,充分发挥政府监管职能、企业自律、社会组织协助和消费者的主体作用。从而提升政府对黄酒安全治理能力,促进黄酒行业稳步发展,确保消费者生命健康安全,从根本上解决黄酒质量安全问题。 On the basis of the present situations of yellow rice wine quality safety, the corresponding“Five in One”management system (legal precaution, materials precaution, technical precaution, internet precaution, and person precaution) had been constructed. Such system had de-fined the rights and responsibilities, perfected relevant laws and regulations, introduced advanced technology and talents, improved on-line in-formation of quality safety, enhanced people's awareness of morality, and made full use of governmental regulatory functions, enterprise self-discipline, and the main roles of social organizations and consumers. As a result, the governance of yellow rice wine quality safety got im-proved and consumers’health could be ensured. Yellow rice wine quality safety problems were settled fundamentally.
