摘要
运用扎根理论这一质性研究方法,通过对10个政府部门的33名公务员进行深度访谈,研究政府系统公务员组织公民行为可由哪些维度构成。研究结果表明,政府系统公务员组织公民行为包括家庭维护精神、利他奉献行为、创新执行行为、德行律己行为、谦逊礼貌精神和自我学习行为六个维度。锁定这六个维度不仅符合我国本土情境下政府系统公务员的工作实际,同时对培育和激发公务员积极表现出职责外正性行为具有参考价值。
The paper uses the Grounded Theory to conduct semi-structured interview for 33 public servants who came from 10 different government agencies,developing the dimensions of Organizational Citizenship Behaviors(OCB) of public servants.The results showed that the dimensions of OCB consist of Family Maintenance Spirit,Altruistic Devotion Behavior,Innovative Implementation Behavior,Ethics-Oriented Self Disciplined Behavior and Courtesy Behavior.To focus on these six dimensions not only conform to public servants' real work conditions in the Chinese context,but also provides the valuable references for fostering and motivating public servants' ex-role positive behaviors.
