基层卫生人员基本公共卫生服务能力研究

Study on basic public health ability of primary health care workers

对3省的8区县22个乡镇卫生院和社区卫生服务中心进行现场调查,收集其卫生人员服务能力资料。结果显示,基层卫生人员的基本公共卫生服务能力相关知识掌握较好,但技能掌握较差;慢性病管理、老年人健康管理和建档等方面能力相对较好,而中医药健康管理、卫生监督协管以及重型精神病管理等方面能力相对较差。因此,应选择适宜的培训方式有针对性地对基层卫生人员进行培训,同时引进专业人才、减少人才流失,多管齐下提高基层卫生人员的服务能力。

The data has been collected from twenty-two township hospitals and community health centers in eight counties from three provinces. The results showed that primary health care workers had good knowledge, but poor skills on basic public health. The abilities in chronic diseases management, elderly health management and health files establishment were good. However, the abilities in traditional Chinese medicine health management, health supervision and severe psychiatric management were poor. Thus, the government should choose the suitable training methods targeted at primary health care workers, introduce professional talents, reduce talent brain, and improve the service ability by a combination of multiple methods.
