经济新常态下建立现代农业园区是大力发展农业经济、提高农民收入的有效途径。农业园区要坚持生态效益和经济效益优先发展,兼顾社会效益的基本原则,按照"政府主导、企业主体、群众参与、共同致富"的基本思路,建成集生态高效、特色农产品加工、旅游休闲体验于一体的现代农业发展体验区。全国各地要结合当地实际,设立农业园区管委会,加强入园管理、土地管理,制定税费优惠政策,搞好资金扶持,加强环境保护管理、劳动保障管理、安全生产管理。

Under an economic new normality,establishing the modern agricultural park is an effective way to develop the agricultural economy and improve the farmers＇ income.The agricultural park should insist on favorably developing the ecological benefit and economic benefit,then the social benefit.According to the thinking that the government plays a leading role,the industries act as subjects,the people participate,and they all become rich,the modern agricultural park will integrate the ecological efficiency,characteristic agricultural products processing,and the tourist experience as well.All the regions in China should establish the management committee of modern agricultural park,strengthen the management of environment protection,labor security,and safety production.
