摘要
随着我国"一带一路"战略倡议的提出,中俄两国的经贸关系步入了新的发展阶段,黑龙江省作为对俄经贸合作的"桥头堡"和"枢纽站",边境口岸建设及其对经济腹地的带动作用尤为重要。通过对黑龙江省对俄边境口岸的现状分析,发现其存在着口岸建设对经济增长的带动力较小、通关不畅导致边境口岸贸易量下降、边境口岸发展缓慢等问题。为继续加强口岸基础设施和经贸通道建设,大幅提高口岸过货能力和贸易规模,黑龙江省应适度增加边境口岸的投资额度,充分利用"丝路基金"与"亚投行"实现口岸的对等发展政策机遇,加快黑龙江省对俄边境口岸的基础设施建设,从而切实提高边境口岸的物流能力,带动边境口岸贸易的发展,以此促进黑龙江省经济的长足发展。
With"the Belt and Road Initiative"(B&R), the economic and trade relationship between China and Russia steps into a new de-velopment stage. Heilongjiang province is the bridgehead and a junction station of China-Russia economic and trade cooperation, as a re-sult, the border port construction and the role in driving the inland region are especially important. Analyzing the situation, the study finds out that the role of the ports is weak in driving economic growth, trade volume of border ports declines caused by inefficient custom clear-ance and the development of border ports are slow. To strengthen the construction of port infrastructure and the economic and trade chan-nel and promote the cargo clearance capacity and trade scale, Heilongjiang should increase investment ratio in border ports and take the advantage of the policies of the"Silk Road Fund"and AIIB for realizing an equal development of the ports. By doing so, the infrastructure construction of the ports could be accelerated for raising the logistics efficiency of the ports and fueling the development or border trade.
