低碳经济是一种以可持续健康发展的理论为核心的发展形态,循环经济与循环模式为低碳经济发展奠定了理论与实践基础。目前低碳经济发展方向主要是关注新能源生产、低碳化生产。尤其是提倡生活与生产领域的节能、降耗、减排为主要过程低碳化成为目前发展的重要战略方向,过程低碳化强调基于公共行为理念的重大变革。"十二五"经济社会发展中特别指出要发展循环经济、推广低碳技术的应用,正确面对全球变暖的问题,秉持正确的消费观念,发展节能环保型消费产品,将文明、健康、节约的消费模式作为主导模式。因此,在这种全新的战略规划指导下,我国各个地区制度计划或政策计划的重点将会贯彻到生产与生活中。

The trend of low-carbon econ-omy now focuses on new energy generation and low-carbon production. In particular, advocating energy-saving, consumption reduction and emission reduction in living and production has become an important development strategy. Low-carbon process emphasizes on great changes based on ideas for public behaviors. China＇s＂12th Five-Year Plan＂notes that the country needs develop a recycling economy, popularize the application of low-carbon technology and cope properly with global warming. It also notes that the nation needs to hold cor-rect consumption ideas, develop energy-saving and environment friendly production, and take civilized, healthy and economical consump-tion pattern as the primary pattern. Under the guidance of the new strategic plan, the key of systematic plans and policy plans at local levels will be carried out in industrial production and daily life.
