进出口商品质量安全评价指标体系的构建和实证研究

The Construction and Empirical Research on the Evaluation Index System of Quality Safety of Import and Export Commodities

宏观质量管理是进出口商品检验监管改革的新方向,质量安全指数是开展宏观质量管理工作的基础。本文基于G 1法,以质量安全监管链为主线,从质量安全风险和质量伤害两个维度,并从覆盖质量安全相关主体的角度构建了进出口商品质量安全评价指标体系。在此基础上,以出口玩具作为实证案例,初步验证了进出口商品质量安全评价指标体系的科学性和实用性。

Macro quality management is a new direction of the reform of the import and export commodities inspection and supervision. Quality safety index is the basis for the carrying out of macro quality management. This paper based on G1 method,taking the quality safety supervision chain as the main line,from the two dimensions of quality safety risk and quality hurt,and from the point of view of the coverage of quality safety body to build a quality and safety evaluation index system（QSEIS）. On the basis of QSEIS,the export toys was taken as an empirical research and the scientific and practical QSEIS has been preliminarily verified.
