进出口农产品检验检疫监管技术初探

为支持上海西郊国际农产品交易中心的建设和发展,确保进出口农产品质量安全与通关便捷,探讨了国际进出口农产品检验检疫监管技术具有的重要理论和现实意义。从该中心规划功能定位、检验检疫政策扶持、产品质量安全管理控制等方面阐述其可行性,构建出口农产品"公司+基地+市场+标准化"的立体监管模式,为科学监管提供依据。创新检企合作,提高检疫效率,从而实现全国各地、世界各国优质农产品通过该中心便捷、安全进出口。

To support the construction and development of Xijiao International Agricultural Product Trade Center and make sure the quality safety and convenient customs clearance of import and export agricultural products,this article firstly gives a instruction to the important theoretical and practical significance in probing the inspection and quarantine supervision technique of import and export agricultural products in Xijiao International. This article describes the feasibility from the programming functional orientation of Xijiao International,the policy support of inspection and quarantine,the product quality and safety management control and etc. Build the stereo regulatory mode of ‘company ＋ base ＋market ＋ standardization＇ in Xijiao International export agricultural products to provide a scientific basis for supervision. We aim to create the cooperation between CIQ and enterprises and improve quarantine efficiency,achieving to the import and export convenience and safety of quality agricultural products across the country and the world in Xijiao International.
