本文以建筑工程质量监督管理信息系统为例，论述了如何在小型企业以最少投资构建管理信息系统以及办公自 动化系统，并且具体论述了要用到的程序设计技术。

Citing as an example the information system of engineering quality control, this article discusses how to set up an information system and office automation system in a small enterprise with minimum input. It particularly discusses the programming design technique that will be used.
